Join CPB’s Bill 7 project financing discussion
Join our expert-led panel discussion about Bill 7 eligibility and incentives, project financing and more. The Zoom webinar will be held on Tuesday, March 23, 2021 at 9:00 a.m. to 10:30 a.m. (HST).
Bill 7 is a temporary program to accelerate the construction of affordable apartment rental housing by providing building code variances and developer incentives.

Phillip Camp is the principal of HI.ARCH.Y LLP, an architectural firm with offices in Honolulu HI and Los Angeles CA that focuses on creative sustainable solutions for the built environment. Mr. Camp is a member of the AIA, ULI & USGBC and a licensed architect in Hawaii, California, Nevada, and Guam. Mr. Camp is also a LEED AP, WELL AP and an A.E.E. registered C.E.M. – Certified Energy Manager. Over the last two decades he has completed a multitude of award-winning high density residential, mixed-use retail and commercial office projects throughout the West Coast and Hawaii.

Garret has served as a Senior Loan Officer in CPB’s Commercial Real Estate Lending Division for the 10 years. His loan transactions include financing purchases or refinancing of multi-family, retail and industrial properties throughout the State. He is well-versed in construction financing for commercial projects. Currently, he is working with several Bill 7 developers in the planning stage of their projects.
